New state laws take effect Dec. 1

RALEIGH (AP) — The mother of a pregnant woman killed four years ago says a new law allowing prosecutors to charge someone separately for injuring or killing an unborn child will hold attackers accountable.

Effie Steele and the family of another woman who was killed attended a news conference Wednesday in Raleigh to highlight one of 35 new laws that will be enforced beginning Dec. 1.

The law means suspects in attacks on pregnant women can now face separate counts — from assault to murder — on the fetus as well. The new law does not apply to legal abortions.

Other laws taking effect will allow authorities to seize a car used in a serious police chase and give homeowners the benefit of the doubt that shooting an intruder was justified.

It's about time that homeowners get a break for trying to protect what they have worked HARD for all their lives, from scum-bags that would rather rob someone than get a job. I was taught from a very early age, that if someone is breaking into your home, shoot first and ask questions later. That is a lesson I have not forgotten.

one new law should be all youth groups do mandatory back ground checks on insturctors and parent volunteers

one example of a group who does not background check volunteers is YCOA-Young Champions of America who across the state hold classes at local churches and community centers
All non profit groups like this should also have to offer scholarships to those who are elg to attend outstate events like competions-

safetry of cheerleaders-all cheer leading groups should be required for safety reasons do practice in inspected locations to make sure that proper safety equipment is in place for practice and competions to keep fatal injuries from happening and that matts are current and up to date

The first paragraph makes a lot more sense than the forth. People do not ask, how's your fetus doing...come on folks.

I recall what a small-town police chief back in Pennsylvania once told me about shooting a home invader. 1. Make sure they're inside your home. 2. Don't shoot them in the back. 3. Make sure they're dead, otherwise you'll face lawsuits and all kinds of legal problems.
