RICHMOND, Va. (AP) — A North Carolina man described by prosecutors as the leader of a sophisticated, violent fake-identification ring is due in federal court in Virginia.
Israel Cruz Millan of Raleigh and four of his alleged associates are set for arraignment Tuesday on multiple counts, including racketeering and murder and kidnapping in aid of racketeering conspiracy.
The five men are among 27 people who were charged in November with participating in what prosecutors say was a fraudulent-document enterprise with roots in Mexico that operated in Virginia and 10 other states. Prosecutors say the organization protected its lucrative turf through kidnappings, beatings and the slaying of a rival.
Most of the defendants have pleaded guilty.
Millan and the other four will be arraigned in Richmond on a fourth superseding indictment.
