Jamestown considers annexation

The Jamestown Town Council on Tuesday announced which areas it might consider for annexation.

The council is eying the Cedarwood subdivision, which already has access to town water service.

Grove and Wellington subdivisions also have water service.

The council approved a resolution of consideration, which identifies areas it might annex in the future.

Planning Director Matthew Johnson presented a map with three types of areas shaded — areas that likely meet state requirements for annexation, areas that may meet state requirements and areas that most likely don’t meet requirements.

To meet state requirements, property must adjoin town property; one-eighth of the boundaries of the property must border town limits; and the town must provide services including water, sewer, police, fire and trash disposal.

With a resolution of consideration, a town can initiate an annexation that would become effective once the resolution is on file for a year.

If the town doesn’t have a resolution of consideration on file, the town can proceed with an annexation, but the addition of the property won’t become effective until a year has passed.

With the resolution of consideration, residents know ahead of time which areas could be considered, Johnson explained.

The council asked staff to estimate the cost for providing services to the Cedarwood subdivision, one of the areas that might meet state statutes. Because water service is already offered in this area, it won’t cost as much to extend services to the community.

If the numbers indicate the town would benefit from an annexation, the council could ask staff to conduct a formal annexation document, which would include surveys and a more detailed cost analysis of expenditures and revenues.

The council could ask staff to look at other areas too, including Grove and Wellington.

Other areas near water and sewer service might be considered for annexation if the cost to provide services doesn’t exceed revenue.
