A video shows a North Carolina congressman grabbing the arm and the back of a neck of a young man.
The video, posted Friday on YouTube, shows an encounter between Rep. Bob Etheridge, a Democrat from Lillington, and the unidentified man, whose face is obscured in the video.
The video apparently was shot last week outside a fundraiser in Washington, D.C., at which Rep. Nancy Pelosi, the Speaker of the House of Representatives, was the headline speaker.
In the video, Etheridge is asked by someone off-camera: "Do you fully support the Obama agenda?"
Etheridge approaches the man with the camera and repeatedly asks, "Who are you?" The camera jerks and falls to the ground.
The video then shows Etheridge grabbing the right wrist and later the back of the neck of a man who appears to be in his 20s. Etheridge continues to ask for the man's identity. The man says only that he is a student but does not reveal his name or school.
Off-camera, a second man says he is there for an undisclosed project.
Etheridge on his Congressional website today apologized for his reaction.
He released the following written statement: “I have seen the video posted on several blogs. I deeply and profoundly regret my reaction and I apologize to all involved. Throughout my many years of service to the people of North Carolina, I have always tried to treat people from all viewpoints with respect. No matter how intrusive and partisan our politics can become, this does not justify a poor response. I have and I will always work to promote a civil public discourse.”
