Forsyth school board looks at cuts

WINSTON-SALEM (MCT) — School board members will begin talking tonight about how to shave at least $5.2 million from the budget for the 2010-2011 school year.

Among the items on the table are furloughs, reducing the local supplement for teachers with master's degrees and reducing the number of assistant principals at elementary and middle schools.

Although some positions could be lost, the overall goal of the list of possibilities is to spread the pain, said Kerry Crutchfield, finance director for the Winston-Salem/Forsyth County Schools: "To make sure that nobody is shouldering more of the burden than others."

At its regular meeting tonight, the Winston-Salem/Forsyth County Board of Education will consider a package of recommendations put together by a committee made up principals and central-office administrators.

The recommendations include a four-day furlough for 12-month employees.

Also up for discussion will be shorter furloughs for teachers and other employees who work fewer than 10 months.

Another possibility is cutting the local supplement to teachers who have master's degrees. The state base pay for teachers with master's degrees is 10 percent higher than for those with bachelor degrees only; that would not be affected.

At present, nine elementary and two middle schools in the Winston-Salem/Forsyth County school system have two assistant principals. Switching to a formula that creates some half-time positions would enable the school system to save $376,000.

It's possible that two schools might share an assistant principal, or, if a position came open, someone who had retired could take it as a half-time position, Crutchfield said.

An additional $516,000 could be saved by eliminating staff development paid for with local money.

Reducing supplements for sponsors and coaches could save $110,000. The school system already cut $89,000 from its budget for the 2009-2010 school year by requiring high school athletics directors to teach full time.

So far, the only new cut for the 2010-2011 school year that the board has approved is the suspension of a program that gives bonuses of $225 to $450 to teachers who learn new skills and develop collaborative projects. The board acted on that in September.

The board probably won't act on the other possible cuts until it votes on a budget in late April. The cuts are necessary because the state is both cutting revenue and increasing costs for local school systems.

For the city-county schools, the cuts include overall state funding reductions of $2.8 million and $500,000 in cuts for textbooks. The system will also have to come up with $1.9 million to cover higher matches for retirement and health care costs.

The governor has told local systems that an additional 3 percent in cuts may be on the way, so the situation could get much worse.

How about do away with any and all Spanish teaching materials and quit catering to illegals. If we could get rid of the illegals most of our money problems will disappear.

Are you suggesting students should not be taught a second language? Or just not taught Spanish? Considering it is the second most spoken native tongue in the world, in an increasingly globalized world of business and trade, that seems awfully short-sighted. I suppose you, instead, have mastered Mandarin?

I don't agree with the school cutting funding for text books or anything pretaining to the classroom. Schools are already short on text books as it is. My child is making an "F" in english because she can't bring home her book to study. We have the lottery use it.

My husband is a teacher and coach in Forsyth County Schools and we are both very frustrated at the current mismanagement of school funding. Are there going to be any cuts in the County/Superintendant's office? Any cuts to current principal salaries? Where is all the funding/monies from the so-called "NC Education Lottery"??? My husband works very hard for very little pay. He teaches full-time, coaches (spending a ridiculous amount of extra time after regular school hours at practices/scrimmages/games/driving a bus that he was required to get his CDL to operate so that he can provide transportation to these student athletes). He worked hard to get a Master's Degree that the state said would guarantee him more opportunity and a higher rate of pay. Another broken promise from our education system. If you continue to "rob from the poor" to "help" your financial situation, you are going to lose a great number of quality educators.

Gymnaseum, I see you don't understand what onetrickydude is trying to say. Taxpaying Americans should not pay for teacher that teach Spanish kids to speak English, not to mention the books that tax payers have to pay. That is a waste of money. Do you get it now?

It is shameful that the state and federal government is putting such a squeeze on our local school systems. Despite watching my property taxes increase by $50,000 last year, they continue to cut and cut. How do they expect our children to compete in the global economy that will be their future? I sympathize with the teachers and their plight, but I'm most concerned with how this affects my child. Doing away with spanish teachers that teach hispanic kids to speak english is a waste of breath to even suggest. Most of these children were born here and are therefore American citizens, even if their parents are illegal. That is the reason most of these people come to the US, so their children can have a better life than they had. (You shouldn't take it so personal. I would imagine that if the situation was reversed you would do the same thing for your children.) While I understand those of you that are frustrated with the the seemingly endless handouts to people that don't pay taxes, it's just nonsense to think that somehow we are going to round up everyone without a greencard and send them back to where they came from. They are a reality in this country and we had better stop complaining about the problem and figure out how to deal with it. Because (knock, knock...HELLO) the issue is going to continue grow.

If it weren't for the unGodly amount of illegals we wouldn't be having these kinds of difficulties with money. It's common sense, too many people and their children that ARE NOT supposed to be here. We must do away with the squirt out a baby its a citizen law/rule, what a disgusting underhanded way for our government to let this keep happening. If we deported them tomorrow millions of jobs would open up, we would save billions on everything from health care to hospitals if we would quit letting our government and big business get away with these things. Those that hire them and the illegals themselves are destroying this country. I mean if we can have a war on drugs for years and years we can certainly have a war on illegal immigrants. This is something our government "COULD" Stop if they so desired. Personally I think them and the rest of those that are profiting from importing cheap labor are just stalling, they know those illegals will breed and make even more illegals. It is amazing how bad people will destroy good things just so a few people can make more money.

Here it is as bad as things are and we have morons who believe illegals should be given amnesty! Our government talks about that but we don't hear them talking about arrest and deport which is what they "SHOULD " be doing anyway. Our immigration system is not in any way broken it is just purposely not being enforced the way it should be. Example "War on Drugs"

Second I knew that education lottery was BS just to legalize gambling. If they can give away astronomical amounts of money why aren't our schools improving from this lottery? So gambling is going to fix our education system huh?

getoverurself, it is not my responsibility to pay for parents that are here illegal and then have children that don't speak English ( waste of money) I want you to think about it when your taxes go up next year and your children can't compete in the global economy. Why do people like you keep saying “somehow we are going to round up everyone that are here illegal and bus them back to where they came from" NO! I have a simple solution, stop giving these illegal’s hand out (My tax money) and they will go home on their own without you and I or American paying for it (Too easy). Just wait, if this so call healthcare reform bill is past, illegal’s will get free healthcare ( read the bill) and yes I am taken it personal because I am an American that don't mind paying taxes for my American citizen, not illegal’s that are sucking this country dry.

While what I'm about to write will most likely "incite" your patriotic indignation, I'm going to say it anyway. Stop complaining about what is already done and find a way to realistically fix it. Your "fixes" are not realistic and deep down you know it. You just like to hear yourselves talk. The handouts won't end because it is a slippery slope. Where would it end? Unwed mothers? Old folks with no family to take care of them? Regardless of what you say, many of those children are Americans and they have a right to the same things that any children born in the US has. If their parents are sent away, you are left with thousands of children that will be a burden on the system until they are 18. What you fail to see is that these people are already receiving free healthcare at the expense of the taxpayers. When they need a Dr. they walk into the emergency room and see a Dr. You can't turn them away so in the end, it's (you) the taxpayer who has to pay for it. The reason for the proposed healthcare for illegals is to try to get a handle on the rising costs of healthcare in this country AND to try to minimize the overcrowding in emergency rooms that hinder treatment of true emergencies. You guys got to face it-there isn't going to be an easy solution, we are going to have to pay for them whether they are here illegally or not. AND despite your whining, the illegal population is here to stay. I personally would rather see them become legalized and then be subject to paying taxes like the rest of us. Sure there are some that don't want to be on the books, but there are a larger number that would gladly become legal if given the chance. Oh, and on one last note, 1tricky, you are right if they where all sent back, millions of jobs would open up. However, Americans don't want to do the hard labor that Hispanics are willing to do for the cheap wages. As sorry as it sounds, many of those jobs would go unfilled. Big Business is just that...big business and they are not in business to win popularity contests. It's all about the bottom line. (the reason so many manufacturing jobs have gone overseas) They are not concerned with who does the job. They want it done as cheaply as possible to increase profits. It sucks, but there it is. I wonder if high tariffs on businesses that employ non-documented individuals in this country would help? You know, something like a fee to use non-documented workers on top of everything else they have to pay. Just a thought. BTW, how did this turn into a debate on illegals when it started as a debate on the sorry state of our schools?

It's not the children's fault that the parents came her illegally. Why punish the children? There are also people that come here legally that can't speak Engish very well. There for, they need to keep all Foriegn languages in the school system. You have the right to choose which one you want to take. I agree with the people that are saying that the only reason they came here illegally is because they want their children to have a better education than you do. I don't agree with coming here illegally, but sometimes that is the only way they can get here. They can't receive Medicaid or Foodstamps without showing legal paper and they do check these with the INS. I know this because I'm white and have been married to a Mexican. I know some of the laws. No longer with him. Remarried now to a very wonderful man that is Puerto Rican. They are legal citizens. SO are you suggesting that they shouldn't be able to learn English (if they don't know it) in the school system. Now that wouldn't be fair would IT?

Mr. blackman...I may be out in right field (actually left if you want to be specific) but you haven't even made it to the ballpark. Get a clue guy, saying that we should stop with the handouts is like saying that the sun should stop coming up in the morning. It's a useless argument and a waste of breath. You know that I have made good and valid points and instead of addressing them and acknowledging their validity you have decided to reduce the debate to a personal attack. Shame on you. You chose to move the debate to the subject of non-documented people. jroche is completely correct when she said that not all the children in schools are here illegally and many are new citizens that cannot speak english. These children along with the others we talked about earlier are entitled to an education here in the states whether they speak english or not. Just like children with learning disabilities are tested and given tutors to help them succeed in school. Do you think we should stop paying for extra teachers to help the learning disabled children? You don't have to answer that, cuz i already know your answer. It's not PC to say we should take opportunities away from the disabled but apparently it is ok to pick on those that are just trying to better themselves. Good grief-this country was built on people coming here from other countries to make better lives for themselves. All children of this country are entitled to a quality education through high school. It is a right. I have no problem paying my taxes to educate the children of the community. I consider it a smart investment in America's future. What I would like to know is how the Federal and State governments can find the money to bail out the huge banks on Wall St. yet cannot seem to find the funds to fix the problems in our schools. Like 1tricky said, it hasn't affected the bottom lines of the powerful people enough to warrant a closer look. Blackmannot, oh sure I get it. Guy wants to throw the illegal kids out of school until we can get their parents out of the country, too. Of course, a good many were born here in the US, which makes them citizens. Those that are not would have to be investigated to discover status. If immigrants knew this would happen in the schools, they would not send the kids. Great, now you have a burgeoning underclass of kids with no education, living in fear of deportation, probably more likely to turn to dangerous ways to make a living, rather than find a better life. That's the American Way. But trickydude did NOT say stop teaching ESL or other subjects IN Spanish to students who haven't gotten enough English yet. He said stop teaching SPANISH. Dude should say what he means if he meant something else, notwithstanding his second sentence. Context may be clear with some inference, but I suspect Dude generally thinks everyone should just stick to English unless Mommy and Daddy can hire tutors.
