Public Transit

State Safety Laws

• Headlights must be turned on when windshield wipers are in use, between sunset and sunrise and when visibility is 400 feet or less.
• Speeding in a work zone carries a $250 fine.
• A blood-alcohol concentration of 0.08 percent is grounds for a DWI conviction in North Carolina.
• Drivers and passengers ages 16 and older, in the rear seat as well as in the front seat, must wear seat belts. Children not required to ride in safety seats must wear seat belts.
• Children must ride in a safety or booster seat until they are 8 years old or 80 pounds, whichever comes first. Children must ride in the back seat unless there is no back seat or the safety seat is designed for use with air bags.
• Children younger than 8 are banned from ATVs; those 9 to 16 are limited to smaller, less powerful models. ATVs are banned from public streets.

Driver’s Licenses

• New residents must get a North Carolina driver’s license within 60 days of establishing residence. People who move within the state have 60 days to get a license.
• Residents must be 18 or older to get an original N.C. license. A resident can get a permit at 15 and a provisional license at 16. To receive the provisional license, teens must have a permit for one year. New residents must show proof of residence and take a vision test, road-sign test and written knowledge test.

License Plates

Car owners must register for an N.C. plate if they have moved from out of state. Plates and renewal stickers for passenger vehicles cost at least $28 and may cost more for personalized plates or if local surcharges are incurred. Proof of ownership is required for registration.
