Whitsett's Town Council approved a $108,000 budget Tuesday.
Residents' property taxes won't change. The rate remains five cents per $100 valuation of property.
Staff members anticipated a revenue shortfall, so the town moved $7,400 from the town' s reserves to cover expenses.
"We're hoping to recover it when the interest rates start creeping back up," said town finance officer Jo Hesson.
The council also voted to ban smoking inside Town Hall or within 10 feet of the building.
