The Town of Elon Board of Aldermen unanimously passed a $7.4 million budget for the 2009-2010 fiscal year on Tuesday.

The budget does not change the property tax rate but includes a new storm water program fee of $2 per household per month. It includes a 2 percent cost-of-living adjustment for town workers but freezes workers’ merit bonuses and promotions. No new employees will be hired.

The proposed budget is a $300,000 increase from the 2008-2009 budget.

The board also approved Jenkins Peer Architects, based in Charlotte, as the architectural firm to design the new Elon Library. The library will be at Beth Schmidt Park and will join the Alamance County Public Libraries.

The $150,000 for the first year of an architectural contract is included in the approved budget. Alderwoman Jo Grimley, the committee’s liaison to the board, recommended Jenkins Peer for the contract.

Grimley said that the firm has a lot of experience building libraries.

Grimley, Town Manager Mike Dula and Brad Moore were named to a board that will advise the construction of the library.
