I will bet the people in Durham didn't even check his immigration status. How do you just treat a dangerous drug dealer like he has just committed a violation of some type. Now anyone who's injured by this guy might have an opportunity to sue the agency in Durham who decided to just put an ankle bracelet on a dangerous felon. He should have been jailed at least.
