RALEIGH (AP) - Advocates for programs that keep substance abusers and other nonviolent offenders out of prison say North Carolina needs to keep investing in them during the budget crisis.
Sen. Ellie Kinnaird of Orange County said Wednesday at a news conference the state should spend more on these community-based programs and not less because they save money in the long run.
Speakers said these programs have been shown to reduce repeat incarcerations by giving offenders a support network and the chance to turn their lives around.
Kinnaird also said it reduces pressure on the state's overcrowded prison system. A legislative report released this week projects that there will be 2,200 more prisoners than the state's prison system can hold next year.
