The elevator carrying him to the second floor stopped.
"We were very scared. It fell about a foot or so at first before it caught," Vaughan said. Five other folks, four of them legislative employees, were on board.
In the 20 minutes he was stuck, Vaughan was left to wonder whether he might miss the official swearing-in ceremony.
Vaughan's cell phone could not make a call but found enough of a signal to send a text message to his wife, who was waiting for him on the Senate floor.
"I wondered if they do this to all freshman legislators," Vaughan said after taking his oath and casting the first votes of his legislative career.
For the record, Senate leader Marc Basnight smiled and chuckled when he heard the story but said he had no idea that Vaughan had gotten stuck.
