Elizabeth Locklear, 37, is wanted by Greensboro police on charges of contributing to the delinquency of a minor, felony credit card fraud and felony identity theft.

Officers say Locklear was informed by her three children, ages 10 to 12 of ongoing sexual abuse by a male acquaintance from June 2004 to August 2007, and she did nothing to stop the abuse. The man has been charged with the crimes.
Locklear also is wanted on charges she maxed out her grandmother's credit cards and opened new accounts without authorization. She is white, 5 feet 5 inches tall and 150 pounds. She has brown hair and blue eyes and is known to drive a 1993 Honda Accord with the N.C. plate, XWW-6073. Her last known address is 406 E. Greenway Drive, Apt. B.

Horacio Mondragon, 35, is wanted by Greensboro police on charges of second-degree rape, statutory rape and indecent liberties with a minor. Officers say on Nov. 24, they received a complaint from a 15-year-old female about a sexual assault and rape. She said she was raped by Horacio Mondragon on Nov. 15. The teen said Mondragon had abused her since she was 5 years old and she didn't report the abuse over safety concerns.
Mondragon is Hispanic, 5 feet 6 inches tall and weighs 200 pounds. He has black hair, brown eyes and is known to drive a 1998 black Chevrolet Camaro, N.C. plate, XST-5021. His last known address is 15-C Village Lane.
