High Point City Council approved Thursday the financing agreement for the Piedmont Triad Regional Water Authoritys Randleman Lake water treatment plant with four provisions.
The agreement covers construction of the water treatment plant and its related pipes, plus payments to the authority from the member governments for water use.
The agreement establishes who pays for what, when and how much.
Several of the citys concerns have already been addressed, but four questions remain.
These concerns arent arbitrary, said Mayor Becky Smothers. The citys financial consultants said those concerns should be addressed in the agreement.
The four provisions are:
Restore High Points water allowance to 19 percent, or 2.28 million gallons per day.
Show that the authoritys water treatment plant will treat water in a process that is compatible with High Points water treatment processes.
Create a definitive process of notifying authority members of capital expenses so government bodies can budget for the expenses.
Explain what will happen to assets once the 50-year agreement has expired.
The agreement and suggested changes will go back to the authority for review. If the authority agrees, then all member municipalities will sign the agreement. If significant changes are made, High Point and other members will once again review the agreement and note any questions or amendments.
