For the second time in less than a year, the Summerfield Town Council will have another public hearing regarding a request to amend zoning conditions in the Armfield subdivision at its Tuesday night meeting.
The latest request called for zoning amendments on 370 acres that would:
• Increase density from 0.50 to 0.57 units per acre.
• Limit multi-family development to 20 lots, with a maximum of 334 residential lots on the site.
• Eliminate proposed access on Brookbank Road.
The development was zoned as conditional-use open-space residential in 2003 and capped at 290 lots. Jim Brady and the Summerfield Properties investment group have been seeking to amend zoning conditions on the controversial property for more than a year to save the financially struggling development. Brady has claimed the property was plagued by mismanagement by the firm that marketed the homes there in 2003.
The town zoning board denied a request in December and a revised request Aug. 27. In a public hearing, the council voted 3-2 to deny a previous request in February.
In other business, the council will:
• Consider another resolution of intent regarding placing the council/manager form of government referendum on November's ballot.
• Mark the six-year anniversary of the Sept. 11 attacks with an honor guard presentation from VFW Post 7999 at the beginning of the meeting. Council will hear from the group about the idea of placing a veterans' memorial in Summerfield Community Park.
• Hold a public hearing on a rezoning case regarding various properties along Oak Ridge Road. The request, from J Bar D Construction is to rezone from residential single family to conditional-use open-space residential.
• Continue a public hearing on a development ordinance amendment for "special event" facilities.
• Discuss local government commission pre-clearance to borrow funds for the purchase of athletic fields and construction.
• Hear a request from the town Historical Committee for a donation to a Boy Scout project.
• Discuss the reappointment of zoning board members.
• Go into closed session to discuss the town planner vacancy.
The meeting begins at 6:30 p.m. at the Summerfield Community Center, 5404 Centerfield Road.
