Chief completes review of report

GREENSBORO - Acting city police Chief Tim Bellamy has finished reviewing the second of two independent reports critical of his predecessor and promised Monday night to take unspecified "personnel actions."

In a statement faxed to the media, Bellamy offered few new details into events of the past seven months that culminated Jan. 9 with the resignation of former Chief David Wray.

But he confirmed rumors that have swirled for months - namely that irregularities existed in how internal affairs investigations had been handled.

The City Council tonight is expected to hold a closed session during which members would discuss the possible release of more information from the two reports.

Council members earlier this month authorized the city manager, Mitchell Johnson, to release a five-page statement on the first report.

That disclosure was based on a state law provision that allows a release of personnel information to maintain public confidence in city services.

Allegations of racism have plagued Greensboro's police department since June, when a high-profile black lieutenant discovered special intelligence officers trailing him during his shift.

The officer was suspended with pay for seven months and reinstated two days after Wray resigned.

No charges ever were filed against Lt. James Hinson.

During an outside review of Hinson's allegations by a Raleigh consulting firm, other issues surfaced that led to two separate reports. The first dealt with Hinson, and the second regarded personnel issues and how internal affairs investigations have been handled.

While Bellamy was short on specifics in his statement Monday, the Greensboro Police Officer's Association contends that top commanders inappropriately changed the findings of internal affairs investigations into some black and white officers accused of misconduct.
