Investigations into Greensboro Police

The city partnered with a Raleigh consulting firm to investigate allegations against former Chief David Wray and his administration and now has two reports with the findings.

Officials started investigating the police department last year amid complaints of racial profiling by a "secret police" unit.

City attorney Linda Miles cites a law that prevents them from releasing the reports to the public because they contain personnel information.

The News & Record has made a request under the state's public records law for the reports. Here's what is known so far:

THE FIRST REPORT

What's covered: The actions Wray and his commanders took against Lt. James Hinson, an African American officer who found the Special Intelligence Section trailing him in June . Hinson alleges the unit was targeting black officers.

What's happened: City Manager Mitchell Johnson shared some key findings Tuesday. Mayor Keith Holliday said Thursday that he had not seen the full report and said he doesn't see a need "to drill down to look at every detail" because he trusts Johnson to handle that.

What's next: It is now in the hands of interim Chief Tim Bellamy. He has authority to act on the report - including demotions, transfers or terminations for anyone found to be in the wrong. "Anything that needs to be uncovered or dealt with in this organization, I will make sure that it's done in the appropriate manner," Bellamy said.

THE SECOND REPORT

What's covered: Other allegations surfaced as city officials examined Hinson's claims. Those allegations remain unclear, though officers say they involve irregularities in how internal affair s investigations were conducted and documented.

What's happened: Johnson has reviewed the report but plans to sit down with the authors soon to go over the details.

What's next: Johnson will then go through the report with Bellamy. For Johnson to release information on its findings, he would need the blessing of the City Council, which next meets Jan. 24.
