Actually, this appears to me to be a very risky move by Rome. Considering the problems that they have been facing with declining recruitment for the priesthood in America and Europe, and the fallout from the sex scandals of the past decade, this certainly has a look of desperation. Particularly when one considers the opposition to married clergy in the past, this move may have some rather far-reaching consequences.
