 <description>&lt;p&gt;As someone who spent his formative years in a city neighborhood called Woodmere Park, I still remember the aroma of the air over there on a still, hot summer day.&lt;/p&gt;
&lt;p&gt;We were betwixt and between two local institutions that were seldom seen but often sniffed: the North Buffalo Creek Sewage Treatment Plant to the west and the White Street Landfill to the east.&lt;/p&gt;

&lt;p&gt;North Carolina lawmakers have finally agreed to a statewide ban on smoking in most bars and restaurants and Gov. Perdue cheerfully signed the legislation into law last week.&lt;/p&gt;
&lt;p&gt;This is a big deal in the land of the golden leaf and was until recently about as likely around here as a blizzard in July.&lt;/p&gt;
&lt;p&gt;Tobacco has meant a lot to this state. It still does.&lt;/p&gt;
